Team Bios:

Lynn M. Robbins, President

Lynn Robbins’s areas of expertise include product and business development in several areas. Her most recent management and leadership experience includes three and a half years as Director of Government and Military Business Development with V, LLC; the company that previously represented Layered Voice Analysis. During those years Ms Robbins worked with Senior Military Officers, Directors, Science Advisors and Senior Technology Officers to develop solutions to problems in areas where Layered Voice Analysis technology was beneficial. Her background includes both civil and military duty in domestic Air Traffic Control. Her responsibilities included operational tower control, training, FAA coordination and communications as well as the direct control of air traffic. Throughout her civilian and military careers, Lynn has consistently made measurable, positive changes in the fundamental operations of both businesses and military units. In keeping with her personal vision, Lynn works toward making the world a safer place to conduct business fairly and ethically. She has successfully identified methods of integration for Voice Analysis Technology to improve daily government, military and corporate interactions.

Lynn is a member of NDIA (National Defense Industrial Association), AOC (Association of Old Crows; non-profit engaged in "the science and practice of Electronic Warfare, Information Operations, and related disciplines"), California Fraud Task Force, HSIA (Homeland Security Industries Association) and ASIS. Lynn has done volunteer work with several organizations over the years including Veteran’s Hospitals and she worked directly with Wisconsin Senator Brian Rudd and other Representatives on the Veteran’s Campaign for Senator John McCain. 

Lynn received her Bachelor's degree in International Studies from the University of Maryland, College Park, with specialized studies in several republics of the former Soviet Union. Lynn also completed a study that was used by the Human Rights Convention Center in Strasbourg, France, and a comparison study on WWII Veterans convicted of various crimes under the Military Code of Justice for Dr. J. Robert Lilly of Northern Kentucky University that will be published.

 

Josh Kleinhuizen , CIO

Josh Kleinhuizen is the Chief Information Officer for Voice Analysis Technologies where he helps clients with issues and manages the network infrastructure for the business. He is a graduate from the University of Cincinnati where he received a bachelor's degree in Information Technology Networking. Josh has worked in the technology industry for several years as a systems and network engineer. He also held a business on the side where he repaired client's home computers. In all, Josh has about 15 years of experience with computers through school and in the professional workplace. Josh now lives in Madison, Wisconsin where he will attend the University of Wisconsin to receive his MBA

 

TJ Ward

TJ Ward, President and CEO of Investigative Consultants International, Inc., began his investigative career more than 25 years ago as a Law Enforcement Officer for the State of Georgia. Mr. Ward worked on the State Drug Task Force for nine of his 14 years as an officer and was instrumental in the organization and implementation of the Aviation Division with the Fulton County Sheriff’s Department. Prior to his career in Law Enforcement, Mr. Ward served in the United States Marine Corps.

In 1982, Mr. Ward began Investigative Consultants International, Inc., yet continued to work as a reserve Law Enforcement Officer for 10 years. In addition to his investigative license, Mr. Ward maintains certification as a Volunteer Fire Fighter, an Emergency Medical Technician, and as a Peace Officer of Standards of Training (P.O.S.T.). Mr. Ward is also a licensed helicopter pilot and fixed wing pilot and has worked with several law enforcement agencies on search and rescue missions, aerial surveillance, and officer transportation.

Mr. Ward has worked closely with former U.S. Attorney and Congress Member, Bob Barr in addition to working with more than 250 Law Firms in the Southeast, assisting the FBI and ATF with criminal investigations, and working with many other companies and corporations in the private sector to provide background and fraud information on individuals within those organizations.

Mr. Ward also offers his services pro bono for missing persons, and was the first investigator on the scene hired by the family of Natalee Holloway in Aruba. Ward is an established resource for both local Atlanta Media and Nationally syndicated radio and television shows regarding crime investigations.

 

Keith Garner, Director of Business Development

Keith Garner received his B.A. in organizational communications and his B.S. in geography from the University of Wisconsin-Whitewater. During his time at Wisconsin-Whitewater Keith specialized in public speaking, communication research, and organizational development. Through these studies he excelled in external and internal communications and management, learning to help an organization succeed from the inside out. In his employment with Voice Analysis Technologies, Keith is in charge of business development in the private sector as well as coordinating internal and external marketing projects.

Dave Malone - Trainer

Dave Malone began his law enforcement career in 1967, with the City of Eau Claire Police Department(ECPD). Upon his retirement 32 years later(1998), Dave served as the Mid-States Organized Crime Information Center(MOCIC)'s Wisconsin Field Coordinator for 6 years(2004). Since 2005, Dave has been a contract instructor for training in the use of Layered Voice Analysis technology.

Prior to being appointed Chief of Police (ECPD) in 1988, Dave served in virtually all sworn positions in the Department, including patrol officer, Chief Polygraph Operator, Detective Sergeant, Lieutenant of Crime Prevention, Commander of the Detective Bureau, Captain of Patrol and finally, as chief of police.

Dave holds a Bachelor of Science Degree from the University of Wisconsin-Eau Claire,1970; is a graduate of the FBI National Academy-104th Session and, a graduate of the FBI Law Enforcement Executive Development Seminar(LEEDS), 19th Session.

Dave is a Lifetime Honorary(Charter) member of the Wisconsin Polygraph Association; is a member of the International Association of Chiefs of Police(IACP); a member of the Wisconsin Chiefs of Police Association; and, a member of the FBI National Academy Associates-Wisconsin.

 

Tom Winscher-Trainer

Thomas R. Winscher is retired from Law Enforcement after 33 years of service. Winscher served four years in the United States Air Force. He was an Agent with the Office of Special Investigations, Chief of Police in Elkhart Lake, WI and spent the last 14 years of his career as Chief of Police in Waupun, WI. He graduated from Lakeland College Cum Laude with a Bachelors Degree in 1981, from the FBI National Academy in 1995 and FBI LEEDS in 1990. He is a past president of the Wisconsin Police Leadership Foundation and a founding member of the organization.

For the past 20 years Winscher has been involved in training police officers in the areas of interview and interrogation and neuro linguistic programming in a forensic sense. During the past five years he has been involved in training police officers, military, and other appropriate persons to use Layered Voice Analysis (LVA). LVA is a highly advanced, computerized system that is specially designed to provide easy access to truth verification. Winscher has personally taught hundreds of people to use the system and analyzed countless cases to determine if individuals are being truthful during investigations. Winscher represented the software on the Discovery Channel and on the History Channel alongside of F. Lee Bailey.”
